With Effect From Tomorrow: Municipality Conducts Door-to-Door Inspections Against Nuisance
In view of an increase in the number of customer complaints received through her customer feedback mechanisms in relation to health related nuisances, the Municipal Council of Manzini has commissioned a citywide inspection in order to determine the extent of the challenge in the city and thereafter take action against offenders. A team of data collectors will, with effect from tomorrow (Thursday 22nd June 2022), be moving from one property to another taking stock of existing nuisances. The Public Health Act, 1969, puts it as the Municipality’s responsibility to ensure that cleanliness is maintained and nuisance prevented. Section 9 of the Act reads: ‘Every local authority shall take all lawful, necessary and reasonably practicable measures for maintaining its area at all times in a clean and sanitary condition and preventing the occurrence therein of, or remedying or causing to be remedied, any nuisance or condition liable to be injurious to or dangerous to health – and to take measures, including, if necessary, proceedings at law against any person causing or responsible for the continuance of any such nuisance or condition’. The nuisance that the exercise will focus on includes existence of vegetation overgrowth, scrap vehicles, overhanging trees, sewer leakages, availability of refuse bins and refuse bin cages, keeping of domestic animals such as chickens and ducks, whether or not dogs are secured within the yard, whether or not there exists pit latrines, availability of flush toilets, condition of gutters, downpipes, windows, walls and whether or not there exists illegal automobile garages.
The data collectors will be wearing reflector vests and name tags that bear their names, photo and the inscription ‘Municipal Council of Manzini Data Collector’. They will also be carrying a letter from the Municipality which states that they are conducting the inspection/survey on behalf of the Municipality. Residents, be it property owners or tenants, are requested to allow the data collectors access to their residences. The inspection will focus on the yard and the exterior of buildings such as the condition of walls. They will not get inside the buildings. In the event that you suspect that the person seeking access to your property is not the one authorised by the Municipality but an imposter, please immediately notify the Municipality on 7815 5977/7963 5323/7808 2333/7908 2333/800 2004 and/or the Royal Eswatini Police Service on 999/9999. The exercise, which is anticipated to run for three months, will start with Ward 1 (Zakhele, Two Sticks and Old Zakhele), followed by Ward 2 (Trelawney Park, the Nazarene Mission, the area around Rontanya flats and the area around Sobhuza Clinic), Ward 3 (Fairview North, Fairview South and Helemisi), Ward 4 (Ngwane Park Township, Ngwane Park Extension, Sihlahleni, Ndumbu Township and Ticancweni), Ward 5 (Sikhunyana, Ntunja Township and Murray Camp informal settlement), Ward 6 (Woodmasters/Grand Valley), Ward 7 (Sterkstroom, Extension 19 and the area around Manzini Central High School), Ward 8 (Madonsa, Thomasdale, Extension 6 and Mangwaneni), Ward 9 (Moneni, Masekweni and Inyoni Park), Ward 10 (Coates Valley), Ward 11 (Wilmer Park/Extension 7 and Ward 12 (the city centre).
…TOWN PLANNING SCHEME STAKEHOLDER ENGAGEMENT THIS SATURDAY
The Municipal Council of Manzini is in the process of reviewing the city’s Town Planning Scheme. The review process involves consultation with stakeholders so that they have an input on the final product before it is taken to the Ministry of Housing and Urban Development for endorsement. The Municipality has decided to take a precinct approach (grouping of wards) to the stakeholder engagement exercise instead of convening meetings in all the municipal wards. Two meetings have been planned for this coming weekend. On Saturday 25th June 2022 there will be a Town Planning Scheme stakeholder engagement meeting at Sydney Williams School, starting at 2pm. Residents of Ward 9 (Moneni, Masekweni & Inyoni Park), 10 (Coates Valley) and 11 (Wilmer Park/Extension 7 & Mkhosi Township) are encouraged to attend the meeting. The meeting will be followed by a similar one on Sunday 26th June 2022 for residents of wards 3 (Fairview North, Fairview South & Helemisi) and 5 (Sikhunyana, Ntunja and Murray Camp) at St Paul’s Primary School, starting at 2pm.
