Appreciating A Peaceful Festive Season in Manzini City
The Municipal Council of Manzini expresses her appreciation for the exemplary conduct of the city’s citizens throughout the festive season. Unlike previous years wherein the Municipality’s 24/7 Call Centre would often be overwhelmed with complaints about noise pollution, only three such reports were received this festive season, reflecting a significant improvement in community behaviour. Liquor establishments also demonstrated commendable adherence to licensing regulations, including operating within the prescribed hours, which contributed to an orderly and safe environment. Only four establishments were found to be in breach of regulations and temporary suspensions were enacted to preserve the integrity of the city. The festive season usually experiences a surge in illegal display of wares on walkways by shop owners as well as disruptive promotional activities such as loud music at shop entrances. However, no such violations were observed this festive. The Municipality’s security personnel conducted patrols, particularly in the city centre, and no shop was found to have violated the city’s regulations.
The Municipality is also grateful to the Liquor Licensing Board for their collaborative efforts in organising a robust multi-stakeholder operation, including night inspections of all liquor establishments in the city. This partnership played a pivotal role in maintaining law and order. Public transport operators are also to be commended for their compliance with the temporary festive public transport flow arrangements, which helped prevent congestion around the main bus rank and streets leading to the bus rank. Additionally, the Royal Eswatini Police Service deserves recognition for their unwavering dedication in ensuring the safety and security of the city throughout the festive period. The Municipality hopes that the peace and tranquility experienced during the festive season will continue into the new year. As we launch into the new year, the Municipal Council of Manzini would like to remind all residents and stakeholders of the importance of abiding by the city’s regulations to ensure a peaceful, orderly and safe environment for all citizens. These rules are designed to maintain public order, hygiene and a peaceful environment within the communities, including the city centre. Below is a summary of key rules that all citizens and visitors to the city are expected to observe;
- Noise in the Neighborhood
Disturbances such as shouting, quarrelling, and loud music are not allowed in the city. These acts disturb the peace of the community and are subject to prosecution. If you are affected by such disturbances, you are encouraged to report the incident to the police or the Municipality through her 24/7 Call Centre (800 2004/2505 7000) for prompt action.
- Public Order
Maintaining public order is crucial. Any individual causing excessive noise with instruments or machines, engaging in fighting, or displaying threatening behaviour in public places will face penalties. It is imperative that all residents and visitors act responsibly and refrain from actions that disrupt public peace.
- Littering
Littering in any part of the city is prohibited. The Municipality has designated specific waste disposal areas and it is mandatory to deposit all refuse in proper receptacles. Offenders who dispose of litter improperly will be required to clean up the area and may face legal consequences.
- Keeping of Animals
Animals must not become a nuisance to others. If an animal, such as a dog or cat, disrupts the peace or causes harm, the owner must take immediate action to remove it. Additionally, pets should not roam the streets. Keeping of livestock within the urban boundaries is also not permitted. If found anywhere in the city the livestock will be impounded and payment of release fees will be required to have them released to their owners.
- Poultry Keeping
Those wishing to keep poultry within the city are reminded that only up to 12 birds may be kept without special permission from the Municipality. Poultry houses must be built according to the Municipality’s standards and must be situated at least eight metres from the nearest residence. Additionally, keeping of cocks, due to their noise, is prohibited within city.
- Property Rates
It is compulsory for all property owners within the Manzini urban area to pay their property rates annually. Failure to do so results in penalties. If you have not received your rates bill, please visit the Municipal offices for assistance. Payments must be made in full within two months after issuance of the rates bills to avoid a 15% penalty.
- Public Decency
Acts of indecency or immorality in public spaces such as walkways, bus ranks and recreational parks are forbidden. This includes obscene gestures, inappropriate exposure and public urination. Such behaviour will result in legal action being taken against the offender.
- Street Vending and Other Regulations
Street vending is allowed as long as the vendor is in possession of a valid permit from the Municipality. Even when in possession of a Municipal permit, vendors are required to be stationed in designated areas. Anyone caught engaged in unauthorized vending will be removed.
The Municipality urges all citizens and the general members of the public to familiarise themselves with the city’s regulations and to cooperate with the Municipality as she maintains a well-functioning and harmonious city.
